Bio
Liwu Gan is a faculty fellow of political science. Her research combines normative political theory with systematic empirical approaches to consider how responsibility should be assigned to states and to measure the extent to which states pay their “fair share” across important policy domains.
Her book project, titled “Liability, Community, and Capacity: A Unified Framework of State Responsibility,” identifies each state’s fair share for resolving a given problem, serving as the basis to evaluate whether states hosted refugees commensurate with their fair share and pinpoint which states are shirking.
