Bio

Elizabeth Hoffman joins Maxwell-in-Washington as an adjunct professor teaching Congress and U.S. Foreign Policy. She currently serves as the director of congressional and government affairs and fellow at the Center for Strategic and International Studies (CSIS).

Previously, Hoffman was director for government relations at the National Endowment for Democracy (NED), overseeing engagement on Capitol Hill and with the executive branch, and managing the budget and appropriations process. She has held numerous positions in the House of Representatives, both in members’ personal offices and on committees specializing in foreign policy, national security and human rights.

In addition to her Hill experience, Hoffman worked at the George W. Bush Institute on the Human Freedom Initiative team, where she developed a training program for young Burmese political leaders.

She received an M.A. in international affairs from the George Washington University, with concentrations in security policy studies and the Middle East, and a B.A. in political science from Southwestern University in Georgetown, Texas.
