Bruce Baker, Graduate School of Education, Rutgers University. This event is free and open to the SU community; no reservation is required. A reception follows the lecture. Professor Baker is lead author (with Preston Green and Craig Richards) of Financing Education Systems, a graduate level textbook on school finance policy. He has also written a multitude of peer reviewed research articles on state school finance policy, teacher labor markets, school leadership labor markets and higher education finance and policy. His recent work has focused on measuring cost variations associated with schooling contexts and student population characteristics, including ways to better design state school finance policies and local district allocation formulas (including Weighted Student Funding) for better meeting the needs of students. He received his BA from Lafayette College, his MA from UConn, and his PhEd from Columbia University.Two of his recent papers can be downloaded from http://cpr.maxwell.syr.edu/efap/Calendar/calendar.htm. This annual lecture is sponsored by EFAP and named in honor of Emeritus Professor Jerry Miner, an EFAP faculty associate who is widely known for his research in public finance in general and education finance in particular, and who may be the only person on earth who understands the New York State Education aid formulas.
