Who is Vladimir Putin? Observers have described him as a "man from nowhere"—someone without a face, substance, or soul. Leading Russia expert Fiona Hill argues that Putin is in fact a man of many and complex identities, and explains how understanding Putin’s multiple dimensions is crucial for policymakers trying to decide how best to deal with Russia.

Fiona Hill is director of the Center on the United States and Europe, and senior fellow in the Foreign Policy Studies Program at The Brookings Institution. Previously Hill was the National Intelligence Officer for Russia and Eurasia at The National Intelligence Council. She is the co-author of Mr. Putin: Operative in the Kremlin (Brookings Press, 2013) and The Siberian Curse: How Communist Planners Left Russia Out in the Cold (Brookings Press, 2003).
