Without federal intervention, states will have to lay people off or raise taxes, which is counterproductive during a deep recession, says Len Burman, Paul Volcker Chair in Behavioral Economics. "This is a huge crisis," he says. "Even if we have an effective vaccine that comes online in the next few months, it’s going to take us a long time to recover and it’s going to be a lot worse if the federal government doesn’t take action."
