Jacobson Weighs in on Putin’s Military Playbook in Newsweek

In the three weeks since President Putin's unprovoked invasion of Ukraine, Russia has lost more than 12,000 troops and is struggling to capture major cities. "The only shock and awe in Ukraine is that of the Russian generals who were stopped cold," says Mark Jacobson, assistant dean of Washington Programs. "They may have wanted [Iraq-style shock and awe]," he adds, "but the lack of planning and preparation and the failure to anticipate what could go wrong is one huge contrast."
