Russia fired a hypersonic intermediate-range ballistic missile at the Ukrainian city of Dnipro last week in response to the U.S. and U.K.'s allowing Kyiv to strike Russian territory with advanced Western weapons.
“I do think it is a response to the unconstrained use that we have now for ATACMS missiles and also Storm Shadow missiles in the Kursk region of Russia and allowing the Ukrainians to use them. I think what the Russian leadership did with the Oreshnik missile—the MRBM—is probably a response to that,” says Vice Adm. Robert Murrett (Ret.), professor of practice of public administration and international affairs.
“I think what you're going to see in the next couple of months is a lot of jockeying because the time is right for negotiations. And some of that's related to the elections in the United States, some of it is not,” says Murrett. “I think Ukrainians are probably ready for negotiations more than they have at any point since this conflict started. I think Russia is ready, they're really getting pretty tired of it. So kind of like at the end of any contest, if you will, there's jockeying,” he says.
