Bukowski argues "that elms and their pests are viewed as components of the urban commons but understanding them as such does not align with what strategies managers are able to enact in the patchwork of property ownership that occurs in cities." This misalignment of views and practice was a fundamental component in the loss of elms in Syracuse, NY. 11/09/18
