This policy brief examines how state-level emergency response divisions across the United States incorporate unmanned aerial systems into their disaster-response operational plans. It documents conflicting approaches to the use of unmanned aerial systems in disaster response from one government level to another and from state to state and offers suggestions for how to reform a complicated regulatory landscape that can be a barrier to the fast responses needed in disaster situations.
