Please work with the CAS director to select electives that meet your goals.
The Certificate of Advanced Study in Health Services Administration and Policy is a 12-credit certificate designed for two semesters of study. The certificate is designed to provide a policy background to individuals seeking a career in the dynamic health care sector.
- Understand the structure, function and financing of the United States health care system.
- Apply core governance and management skills to a health care setting.
- Explain and assess leadership and managerial theories, skills and competencies.
If you are already enrolled in a graduate degree program within the Public Administration and International Affairs Department, you may complete this certificate concurrently with your degree. Speak with your academic advisor about your goals and your course schedule.

Core Courses
Two required courses:
- PAI 782 Health Services Management
- PAI 783 Changing American Healthcare Systems
Approved Electives
Two approved elective courses offered by participating schools and colleges within the University in such areas as health and social policy, health law, demography, management and economics.
The culmination of the certificate is a capstone experience that may be a research paper or a supervised field experience that concludes with the development of a written paper. For E.M.P.A. students pursuing this concurrent certificate, the capstone earns 3 credits and serves as the Master’s Capstone Project.
Admission and Financial Aid
This program is open to students who have earned a bachelor's degree
from an accredited institution.
While financial aid in the form of federal education loans are not available for this stand-alone CAS, applicants should inquire within their employers/agencies about funding for professional development.
U.S. Veterans
The CAS program is an approved program of study at Syracuse University, allowing student veterans to access VA benefits toward their study in this field. At SU, student veterans are assisted with their veteran educational benefits by the Office of Veteran Success, including unlimited participation in the Yellow Ribbon Program, allowing Post-9/11 GI Bill students to receive additional funding to cover required tuition and fees.
