In the last federal stimulus package, Congress made a temporary change and said, in the month of April, states can allow everyone on SNAP to automatically receive the maximum amount, but it didn’t do anything for the 40 percent of Americans on SNAP who were already receiving the maximum amount. "It does mean that the population that has the lowest income and has the least other sources of support have not been given any increase in the ability to provide food for their family," says Colleen Heflin, professor of public administration and international affairs.
