The Biden administration has proposed an immigration measure to offer Russian scientists and engineers a better chance at permanent residence in America. “Some experts have estimated that hundreds of thousands of Russians have already left, including tens of thousands in the IT sector,” says Brian Taylor, professor of political science and author of “The Code of Putinism.”
